Role Summary

The Asia Region Ministry Operations Coordinator is responsible for coordinating and overseeing operations activities for TWR's media ministry projects in the Asia region. This includes project planning, preparation, oversight, reporting, and shut-down. They are also responsible for coordinating and overseeing regional ministry resource management, including budget preparation and analysis, asset management, and providing leadership support to country teams. The ideal candidate should have a passion for media ministry and strong project management skills, as well as the ability to work effectively in a cross-cultural environment.

Region Ministry Operations Coordinator

Location: Singapore, Indonesia or Remote

Media Ministry Project Coordination and Oversight — responsibilities include:

  • Project Planning:
    • Lead coordination associated with drafting, reviewing, revising, and obtaining approvals for donor-funded projects.
    • Monitor coordination with country leaders led by AMS for CMM project proposal develop.
  • Project Preparation (after receipt of CMM or donor-funded project sponsorship approval and authorization to proceed):
    • Coordinate project launch and kick-off meetings with project stakeholders, including AMS, Finance, Regional ID, and country team.
  • Project Oversight (after kick-off meeting) – Assemble monthly reports from country teams that summarize progress and audience feedback for each sponsored media ministry project; analyze for compliance with commitments made to project sponsors; forward executive summary of progress, issues, and risks to Regional ID.
  • Project Reporting (during period of sponsorship) – Assemble and refine project reports from country teams for each project sponsor; coordinate reviews by MarCom and other stakeholders; distribute reports to AMS (for CMM projects) and Ministry Partner Relationship Leaders, such as Regional ID, SIP, or GFD (for donor-funded projects). 
  • Project Shut-down (after all project commitments have been met, or the sponsor submits notification of intent to terminate a project):
    • Confirm the reason for each project termination; escalate to the Regional ID when the reason given is associated with the performance of work within one of the region’s country teams.
    • Communicate the notice of intent to end project sponsorship to each affected country leader as far in advance as possible; clarify the effective date of each project’s termination/sunset; summarize direct costs that must end at midnight on the effective end-date for each project.

Regional Ministry Resource Coordination & Oversight — responsibilities include:

  • Annual Budget Preparation:
    • Assemble completed budget request templates from country teams and the Asia Region’s ID; analyze budget requests for compliance with budget guidelines; coordinate revisions by budget developers; submit final draft budget request templates to Finance.
    • Draft annual Grant Agreements for each National Partner, in coordination with AMS and Finance; provide updated copies of grant agreements to the Asia Region’s ID as they mature during the budget cycle; finalize each grant agreement for the Asia Region’s ID to review with each National Partner by 1 September of each year.
    • Maintain updated log of Donor Funded Project allocations (using tool provided by Finance during FY2024 budget cycle).
  • Monthly Budget Analysis:
    • Analyze monthly Budget Versus Actual (BVA) reports for each regional ministry department; provide summary of major variances or risks to the Asia Region’s ID.
    • Analyze monthly (Burn) reports for each of the Asia region’s Donor Funded Projects; provide a summary of major variances or risks to the regional ID. 
    • Initiate coordination with Finance and RD when it appears that there may have been a delay in the transfer or posting of donor funds from another region.
  • TWR Ministry Asset Management:
    • Maintain records, in coordination with Finance, of all assets owned by TWR that are being stewarded by country teams (e.g., real estate; vehicles; high value equipment; etc.).
    • Conduct annual reviews, in coordination with Finance, of all documentation associated with TWR Assets that are being stewarded by country teams. 
    • Provide periodic summaries to the Asia region’s ID of issues and risks surrounding TWR assets that are being stewarded by country teams.

Regional Ministry Leadership Support — responsibilities include:

  • Perform other duties that may be assigned by the Asia region’s ID.
  • Provide continuity support to country teams when the Asia region’s ID is traveling or out-of-office.
